The applicant must meet the specified age requirement of 21 years old and be a graduate in order to be eligible for the UPSC test. In addition, there is a maximum age limit and a restriction on the number of tries depending on the category of the candidate. Although the commission grants OBC, SC, ST, and PH applicants an age relaxation, the highest age restriction is generally 32 years.

There are three phases to the UPSC test. Prelims, Mains, and Interview/Personality Test are the three phases. There are two papers with objective-style questions in the preliminary test. Nine papers of a descriptive style make up the mains exam. The last phase is a series of interviews with the UPSC board. In order to advance to the next stage, candidates must pass each round.
