The umpires had warned USA captain Aaron Jones twice for violating the stop-clock rule.
Following the third instance, the umpire imposed the 5 penalty runs.
At the start of the 16th over, India needed 35 runs to win.
But following the penalty, the equation changed to 30 runs off 30 balls.
India eventually beat the USA by seven wickets with ten balls remaining.
