The company says that developers can host their apps without being charged any commision.
Google and Apple charge up to 30 per cent commission for hosting apps.
PhonePe says it will not have any listing fee for the first year and then move to a nominal charge.
The Indus Appstore will look to promote and publish apps in 12 Indian languages.
It will also come with support for feature phone-based login system.
Google has the absolute majority with the Play Store running as the default app store on Android.
But it faces competition from the likes of Indus Appstore which is a third-party app store.
